Little on New York stages right now is as much flat-out fun as “The Skate,” a “let’s learn a new dance” number in the middle of the first act of “The Bubbly Black Girl Sheds Her Chameleon Skin.” Nor is there a lot that’s as much fun as the show itself, a musical by Kirsten Childs that began a two-performance run on Wednesday evening as part of this summer’s Encores! Off-Center series. “Bubbly Black Girl,” originally produced at Playwrights Horizons in 2000, has lost nothing of its high spirits — or, sadly, of its relevance.
